In the North & South Requias, in the modern day, this 'classical' style of attire is worn as a formal and traditional local dress, though it South Requia its take a LOT more seriously and they wear it very regularly during they everyday lives, because the Southern Requian state, Aquaria takes pride in its rich culture that relating strongly with the sea and the navy. So in the North Requian state, Donfau, the people only wear it for traditional events or in the balls or parties in the Prince's courtroom. They wear regular suits and ties for formalities mostly I guess xD 

Prince Lloyvin Svard had taken in Joe ever since he was little, and as he grew he trained him himself and generally kept him close by his side. Joe never understood why, especially when Lloyvin told him to keep his training and the special abilities he gained form it utterly secret. So eventually Lloyvin also allowed Joe to become one of the court's men in his entourage, so this is his attire whenever his present in the Prince's court. He doesn't take this role that much, only when Lloyvin wants him to, and it's mostly when he wants Joe to stand in the face of the stupid Council that want to take Lloyvin out in secret (but Lloyvin knows about it and he will humiliate and crush them in the right time )
